The best thing about this ensemble is the color. Unfortunately, “frumpy” is the exact word that came to my mind also. HM wore the dress for her 1984 Christmas message, but she debuted it in Sweden.

I’m sure the detailing on the hat is lovely, but the overall look is a somewhat frumpy one I’m afraid. It was her default in her mid years, before her look was updated around the millennium.
